OMR: peace requires elite pacts within Frelimo and in military

Ending the Cabo Delgado war requires elite pacts between the oligarchs and big beasts in Cabo Delgado and a similar pact in the military. This implicitly recognises that that big men in Cabo Delgado must be allowed to profit from resources and big men in the military must continue to profit from commissions and contracts, but that enough money must be released to solve local grievances about jobs and to allow enough for soldiers to be fed and adequately equipped.

This is the effect of recommendations of OMR (Observatorio do Meio Rural, Rural Obsservatory) in the summary of their 1 June webinar Military insecurity and the future of gas (Portuguese and English). It is very brave putting into a publication what many people recognise - that in Mozambique today it should be accepted that the big beasts and lower level cabritos (goats) must eat, but internal agreements need to be negotiated so that profits are shared in a way that not everything is eaten.

The two final seminar recommendations are: "Realization of a regime pact that goes beyond the government and Frelimo, considering the issue of Cabo Delgado as a national imperative. Realization of a pact between military forces, listening to the different military sensitivities on issues that go beyond its sphere, openly discussing issues of income, benefits and war deals, aspects that have constituted a clear obstacle on the military front." The first is a call fro two internal negotiations, between the oligarchs and big beasts of Cabo Delgado to agree a sharing system, while also leaving something for local people and job creation. The second puts on the table "openly discussing issues of income, benefits and war deals" and thus demands an agreement between the big men in military and security of how to share commissions, while leaving enough to buy food and equipment for soldiers, and end the bigger fight between army and police. It is perhaps the first time a serious report has put on the table elite deals to regulate greed.

The seminar report also has a good short summary of global gas producers and market, Mozambique gas including Temane (Inhambane), income, and the security crisis.

Comment: a possible model  The United States has a long history of managing what some call corruption. A relevant model was Seattle on the US west coast. The city wanted an image of high morality but many of its citizens wanted entertainment, so it developed its "tolerance policy." For 50 years (1920s through 1960s) the Seattle Police Department vice squad and patrol officers collected bribes to allow activities considered "vices" to continue. Officers openly collected payments of cash from prostitues, gambling operators, bar operators who served after hours or who catered to gay and lesbian customers, etc. Money was passed up the chain of command. From the local police officer on up, each person gave half of the money they received to their superior, up to the highest level. Most important, there was an established tariff for each activity and a detailed accounting system so that no one was cheated. The bribes set were low enough to ensure that the illegal businesses remained profitable. And as it was organised by the police, it kept out mafia and other criminal protection rackets.

Because New Orleans police were low paid, they had an organised system of hiring out off-duty police for extra patrolling or as guards. In Boston planning applications had to be approved by the fire department and they were careful not to allow anything dangerous, but they would only read the application if there was a $5 note after each page.

Nor is it just the US. The UK has its "cronies list" - a list of friends of the Conservative party who have priority in winning government contracts. Many places - and aid agencies - have informal rules that 10% or 15% kickbacks on contracts are allowed.

The crisis in Cabo Delgado is caused by the free market. The big beasts and cabritos can charge anything they like and impose onerous conditions. Police and soldiers can demand money, mobile phones and sexual favours because there is no agreed tariff. And there are paralysing fights, notably between police and army, instead of cooperation.

Ending the war in Cabo Delgado means recognising and, by agreement, regulating the illegal free market. Some form of the Seattle model could be agreed. Jh

Only private food is reaching Palma

Frelimo Secretary General Roque Silva and a delegation visited Palma Sunday 18 April and addressed rallies. In Quitunda, the resettlement town at the gates of Afungi, he said Frelimo was giving 20 tonnes of food. But the private businesses sending food to Palma said the 20 tonnes had been taken from their 100 tonne delivery. But there are no reports of even the 20 tonnes being distributed.

Chinese miner stopped from destroying dunes

DingSheng, the company mining the heavy sands in Chibuto, Gaza, was stopped Friday from destroying the dunes on the coast at Chongoene. The company started to dig a road from main north-south N1 road to the shoreline, and clear dunes to build a warehouse. There were protests and a video went into circulation https://bit.ly/3a3UuXX, and on Friday (9 Apr) provincial authorities told DingShen to stop.

The province notes that DingShen plans to transport minerals from Chibuto to the sea and build a dock at this location, but it has so far not even asked for permission. Flattening the dunes is a "flagrant violation of the law", it said.

In Palma: 87 known dead, 15,000 displaced

87 people are known dead, "80 Mozambicans and seven white people, probably foreigners," reported MediaFax (9 Apr). This does not include bodies in fresh graves 100 metres from the Afungi Hotel. The graves were shown to TV crews on Wednesday, and police commander Pedro da Silva told TV the buried bodies were all white and thus presumed foreign, tied with the hands behind their back, and beheaded. https://bit.ly/3dObNNS His description is not confirmed, and there are not that many foreigners reported missing.

UN Migration (IOM) reported Saturday (10 Apr) that 15,179 people have been registered as displaced from Palma, including 5198 in Mueda, 3637 in Nangade, 2784 in Montepuez, and 2210 in Pemba. Many thousands of displaced are still waiting in Quitanda village, just outside the gates of the Afungi gas camp (now under the control of the Mozambican army, after Total pulled out). Some Total contractors says they have Mozambicans employees in this group, who are not being allowed into Afungi to be evacuated.

Do alerta aos partidos políticos em Moçambique

 Que se registe!

Quando notámos um silêncio fúnebre dos partidos políticos e não menos do Presidente da República perante o ataque terrorista e a ocupação da vila de Palma, nós como cidadãos reagimos veementemente. Usamos o espaço a que temos acesso para repudiarmos esse silêncio. Houve, claro, aqueles que criticaram uma parte para escamotear a insensibilidade da outra. Isso também é condenável por não contribuir na construção e fortalecimento do nosso estado de direito democrático.

Felizmente, o Presidente da Renamo como o Presidente da República pronunciaram-se publicamente. Mais uma vez, não sei se é por minha distracção, mas não ouvi a reação oficial e pública do Secretário-geral do MDM que é o substituto interino do malogrado Presidente. Se não o fez, há que fazê-lo porque é antes de tudo, o porta-voz oficial dos membros e simpatizantes do partido.

Nota: acompanhei o lamentável discurso narrativo do Dércio Alfazema no programa Noite Informativa da Stv. A estratégia dele foi de pedir os últimos dois minutos para narrar o que queria sem que os colegas do painel pudessem ripostar. Alfazema criticou à Graça Machel e ao Presidente da Renamo por terem criticado o silêncio do PR e depois a minimização do ataque terrorista em Palma. Alfazema tentou justificar que o Presidente da República estava a receber informações e a espera de um evento para se pronunciar. Para Alfazema isso é normal para um chefe de Estado. Eu fiquei estupefacto.

Acho algo útil ou benéfico e que NÃO PREJUDICA à pátria que tenho dito do que sempre foi público aqui. Um governo é informado pelo que se passa no país e no mundo, 24 por 24 horas. O mesmo acontece nos partidos que se afirmam como tal.

Em caso de um acontecimento catastrófico, o governo reúne-se com os líderes dos partidos políticos para discutir sobre a reação oficial da nação. É assim que uma nação sai mais UNIDA.

Em Páscoa vou aprovar pedidos de amizade no facebook

 Faço isto hoje e amanhã. Mais uma vez pela felicidade da Páscoa.

Coisa que tenho que fazer hoje dia da Páscoa que até nem é pedir perdão, mas mostrar respeito, é tentar aprovar pedidos de amizade. São cerca de 900 pedidos. Sei que muitos deles seguem-me e pode ser por algo alheio, mas eu não devendo legalmente a ninguém, servindo positivamente (eu) às minhas pátrias (Moçambique e Suécia, tenham certeza nisso) e se na Suécia acordo por volta das 5:00 horas para até cerca das 17 horas usando todas as foras que tenho para contribuir na continuidade de um país robusto, (não estou aqui para usufruir o estado de bem-estar social, nem isso esteve na minha cabeça quando me emigrei) para Moçambique, eu USO o tempo reservado para o repouso de um funcionário para debates. Por outro lado, os assuntos da Suécia, eu discuto com outros cidadãos suecos como eu. EU DISCUTO com os meus concidadãos suecos. Faço posts, leio posts, artigos, às vezes logos longos, livros sobre Moçambique, assisto noticiários, reportagens, debates e muito mais sobre Mocambique, fora do meu tempo laboral. É muito que custa à saúde. Calha que num intervalzinho, ou sentando no comboio ou autocarro durante o dia, eu tenha que fazer uma olhadela sobre a terra que me viu nascer. Aliás, na menor possibilidade isso não dispenso. Mas também, vezes sem conta, recebo telefonemas relativos ao serviço, planifico aulas ou corrijo trabalhos dos meus alunos até, até, até, (24...)

MUITO DITO, mas eu queria dizer que não devo a ninguém, sobretudo a quem seja útil ás nações, à integridade, à humanidade, a bem. A esses devo CORRECCÃO dos meus erros que até lhes convido nos meus posts, em comentários nos posts de meus amigos ou nos grupos que faço parte.

Sobre quem são os insurgentes que ataca Cabo Delgado...

Compatriotas, o debate actual tem sido sobre quem são os tais insurgentes, quem os financiam, quem os apoiam, como e porquê. Na minha opinião, notem que falo de minha opinião pessoal. Estou apenas a emitir a minha opinião que pode errada, mas que assumindo-me cidadão moçambicano, sindo-me obrigado a expressá-la. Com gosto, estimulo e apelo opinião contrária à minha e sobretudo aquela que estimula debate e reflexão sobre a guerra em Mocambique, sim Mocambique porque Cabo Delgado é também Mocambique.

Ora, quando o IS assume o ataque sem provar-se a sua presenca em Palma, pode ser uma das formas de atrapalhar as FDS, em particular o SISE. É uma participação directa nos ataques? Claro que é, embora indirecta. É uma guerra de propaganda. Vou dar um exemplo: Assisti uma coisa por lá em 1989 ou 1990 quando um Mig despenhou na Baía de Nacala, logo ao levantar o voo da Base Aérea de Nacala. Aquilo calhou quando eu estava em frente da Classica, ao lado funcionava a DIC e eu ia renovar o meu BI. Na manhã seguinte a Renamo assumiu que teria o abatido. Isso não era verdade e para nós em Nacala, isso não precisou de nenhum perito para concluir que o Mig não tinha sido abatido... Já ia aos detalhes que bem gosto...

Pessoalmente, acho que todas as conspirações como aquelas de que os patrocinadores são as empresas multinacionais de prospecção e extracção de gás podem somente servir para distrair-nos na procura de uma solução da guerra. Sem com isso eu esteja a dizer que isso não faca parte da guerra. Se há quem ganha por essa conspiração, então, essa constitui uma outra frente, mas que deve ser combatida por uma outra arma.

O mesmo serve em relação aos estudos. Na minha opinião, se um estudo conclui algo que move aos jovens locais a fazerem parte dos insurgentes, uma correcção imediata devia ou deve ser uma outra frente de combate aos insurgentes.

IS Palma claims are fake news

Islamic State (IS) claimed credit for the attack on Palma, but the claim is clearly fake and, indeed, it seems likely that IS was never in contact with the insurgents about Palma.

The IS-aligned AMAQ news agency issued a statement 29 March claiming that IS had attacked Palma, and destroyed government offices and banks - which by then had been in the international media. And it included the photo below:

Jasmine Opperman (@Jasminechic00), senior researcher at ACLED, says "the photo is not from Palma, but from Mocimboa da Praia in 2020. A giveaway is the foliage. It looks like they took the photo at the road close to Mocimboa da Praia airport." AMAQ has also released a video said to be Palma, but that, too, is Mocimboa da Praia....

... The 24 March attack was well planned and coordinated. Insurgents robbed three international banks and a WFP warehouse, taking 90 tonnes of food. They seized at least 80 civilian vehicles, including two fuel bowsers, and stole army munitions in the highly-coordinated attack. This should keep the insurgents supplied for he near future. (Intelyse 30 March)

People who fled to Nangage told MediaFax (30 March) that killing was not random, and insurgents targeted civil servants. Similarly, the attack on the Amarula Hotel was not to attack foreigners, but because senior government staff, including the district administrator, had taken refuge there.

Frelimo lost its gas gamble

Frelimo bet the country on gas - and has just lost the bet.

The Frelimo leadership was dazzled by the gas, and believed Mozambique would be like Abu Dhabi, Qatar, or Kuwait. Gas would make the elite fabulously wealthy and also trickle down to ordinary people. Poverty and inequality are increasing, but there was no reason to spend money on rural development because the gas bonanza would end poverty. Of course, the elites could take their share early, as with the $2 bn secret debt in 2012. The gas bonanza would benefit everyone by 2020, delayed to 2025, and then to 2030. The people would believe the dreams.

But in Cabo Delgado they did not, and an insurgency began in 2017 - over growing poverty and inequality, as well as political and economic exclusion. There is very broad agreement that initially al Shabaab was local people with local leadership. There is a huge debate as to whether Islamic State now controls al Shabaab, but even advocates of that view accept that IS took over an existing local insurgency. Local people saw the development of ruby mines and the initial gas development, and realised there were no jobs for them; the gas and ruby money was not trickling down to them.

Three multinational giants control the gas - ENI (Italy) the far offshore section, ExxonMobil (US) the middle section, and Total (France, taking over from Anadarko) the section closest to the coast. ENI was first to start, with a small floating gas liquification platform ordered in 2017 but not yet in operation. Total began serious work on part of its gas production and liquification plant last year.

So work has begun on only a small part of the dreamed of gas bonanza. But in the last two years, the global market picture has changed. Gas is a fossil fuel coming under environmental pressure so predictions of demand 20 years from now are falling, while Russia and Saudi Arabia have upped production to try to capture what is left of the market. Many gas projects across the world have been abandoned. Collapsing markets have already combined with security questions about Cabo Delgado. ExxonMobil has made clear it is unlikely to go ahead; ENI has said nothing about anything more than the initial floating platform.

Insurgents reached the gates of Total on New Year's eve, and Total pulled out its staff. It said it would not employ a private army for protection. The Total CEO told President Filipe Nyusi personally that Total would only return if Mozambique would guarantee security in a 25 km cordon around the gas project on the Afungi Peninsula.

Last week Nyusi staked his personal prestige and that of the nation on a promise of security. Total agreed to go back to work. Two days later insurgents occupied Palma, within the security cordon, killing contract staff working on the project. Total says work "is obviously now suspended" and will only resume when government really can provide security.

It was Nyusi's last roll of the dice. The whole gas gamble was bet on a promise of security, and Nyusi - and Mozambique - lost the bet.

Will Total return? Not in the short term. It will take perhaps two years for US, Portuguese and other trainers to create a functioning army. Total has other interests in Africa; it has only spent a small part of the $20 bn project cost, and can still walk away. Even if it returns it will demand a much more favourable deal with Mozambique. ExxonMobil has already written off $20 bn of gas assets elsewhere in the world and will not go ahead in Cabo Delgado. It looks increasingly like ENI's floating platform will be the only gas production in Mozambique.

Mozambique is waking up to the realisation that billions of dollars flowing into the state budget and local pockets was only a dream. Frelimo bet the country on that dream. And last week it lost. jh

Comissão de Reconciliação Nacional

Fico feliz quando os meus compatriotas não levam de ânimo leve a sugestão de criação de uma Comissão de Reconciliação Nacional. Parece ter chegado o momento e não se adiará se muitos se engajar.

Contudo, há que termos em conta que enquanto os ganhos em Comissão de Reconciliação para o país serão maiores, há os que ganham muito pela sua inexistência e lutarão para que essa comissão nunca existir.

As autoridades governamentais estão a ser surpreendidas com a notícia? Com é possível?

Momentos de tristeza são também momentos de reflexão

Tendo em conta a participação massiva das cerimónias fúnebres de Mahamudo Amurane, em 2017, de Afonso Dhlakama em 2018 e de Daviz Simango, hoje 27.02.2021, antecedidas de manifestação de dor e consternação de moçambicanos dentro e fora de Mocambique, é importante reflectir sobre::

1. Se toda aquela gente, em massa, é sem cor partidária e nem linha de pertença entre oposição e partido governamental, então, os moçambicanos convivem e querem conviver entre eles; inequivocamente os moçambicanos amam o multipartidarismo, o pensar diferente.

2. Se nós moçambicanos amamos o multipartidarismo e o pensar diferente, ACHO que é legítimo questionarmo-nos sobre os promotores das brigadas de morte, em tempo de campanhas eleitorais.

3. Se as massas que participaram nas cerimónias fúnebres daqueles três políticos forem a MAIORIA QUALIFICADA (acima de 2/3, quero eu dizer) de membros e simpatizantes de partidos da oposição, então, esse é também o verdadeiro reflexo (na minha opinião) da vontade do eleitorado moçambicano.

4. Se esse for mesmo o reflexo do eleitorado moçambicano, remata-se um aviso aos organizadores das eleições. Portanto, há que evitar o LEGALISMO para esmagar a maioria. CUIDADO!

5. Se as massas participantes das três cerimónias fúnebres for de mais de dois terços (2/3) de membros e simpatizantes de partidos da oposição, é claro que é uma manifestação de perda de seus líderes e pode até ser de UM LÍDER da oposição. Sendo assim, seria falta de qualquer prudência para quem é do partido no poder, continuar com "Quem não é da F é com ele". Na minha pobre análise, os moçambicanos estão QUERENDO um verdadeiro líder da oposição e um dia vai aparecer. VAI APARECER a curto ou longo prazo!

6. Se naquelas massas há também muitos membros do partido no poder, os moçambicanos estão precisando de uma APARTIDARIZACÄO do Estado, das instituições do Estado. Obrigá-los para ter cartão dum partido é criar ou alimentar ódio com consequências incalculáveis no futuro.

2) Referi-me de três políticos e dois deles presidentes de municípios, mas eu podia também incluir morte de alguns cidadãos e activistas sociais ou simples cidadãos ao serviço do Estado Moçambicano, sobretudo desde os anos 90. Falo da manifestação de dor e consternação pela morte de Carlos Cardoso, António Siba-Siba, Gilles Cistac, Anastácio Matavele, Juma Aiuba, entre outros.

Benjamina Chaves faria tudo isso sem confia impunidade?

 Os carros eram ou foram apreendidas pelo SERNIC, algumas das quais retiradas directamente dos ladrões.

Ex-directora provincial do Serviço Nacional de Investigação Criminal (SERNIC), Benjamina Chaves, é acusada de desvio de mais de 200 viaturas é conluio com magistrados do Ministério Público e "Como moeda de troca, recebiam algumas viaturas de alta cilindrada".

Os carros eram ou foram apreendidas pelo SERNIC, algumas das quais retiradas directamente dos ladrões.

Quotas partidárias nas vagas públicas?

 Então, um Conselho Municipal anuncia vagas publicamente segundo rege a lei e uma organização de massas de um partido tem que ter uma quota nessas vagas?
