The economy is storming away and so is graft in President Guebuza's aid-dependent regime

President Armando Emilio Guebuza promotes himself as a successful businessman and a reformer. Two years ago that won him the presidency (AC Vol 47 No 6), but he is likely to face problems within the ruling Frente de Libertação de Moçambique (Frelimo) at its party conference on 10-14 November. In particular, Guebuza has failed to rein in corruption at all levels. His election campaign denounced the 'deixe andar' (let it walk) mentality, but not a single major corruption case has been brought to trial during his 19 months in office, although the media have produced evidence of gross malfeasance in housing project tenders involving former Interior Minister Almerino da Cruz Marcos Manhenje.
