A life lived on “ill-gotten” gains is harder to ditch than drug addiction‚ former finance minister Trevor Manuel said on Tuesday.

In a series of podcasts and video clips aired by Eyewitness News‚ Manuel said of the issue of state capture and corruption: “We are very‚ very low ebb now.

“There are a series of incidences now that do reflect that particular parts of government are very captured‚” he said.

“And the problem about being involved corruption‚ and so on‚ is that it’s hard to extricate yourself from.

“It may be easier if you were drug addict; once you’ve reached the point and say‚ ‘I am ready to go to rehab’…and emerge on the other side and say‚ ‘Now I am going to be clean’.”

But‚ he added‚ “if you have lived of the proceeds of corruption‚ you’ve acquired a lifestyle that you can’t normally afford‚ and it becomes very difficult to step off that…if you’ve had a stream of ill-gotten gains that has come to you in addition to your salary…

“…To call a halt to all of that voluntarily seems to incredibly difficult and much more difficult than dealing with a problem like drug addiction. Which is why you must actually have a much louder conversation in society‚ and there must be consequences. Read more (13.09.2016)

Frelimo under pressure on debt: parliament, party elders, US, other donors

Two parliamentary commissions will quiz the government on the secret debt. The parliamentary Standing Commission agreed Monday (9 May) that the both Plan and Budget Commission and the Defence and Public Order Commission would question the government. The parliament session is scheduled to resume in June, but commissions meet during recesses so the hearings could be soon. The secret debt was taken without parliamentary approval (thus the Budget Commission) and is said to be for patrol boats and others arms (thus the Defence Commission). Renamo boycotted the Standing Committee session.

This is a total reversal of the position of Frelimo in parliament, which last month rejected a debate on the debt. More than $2 billion in secret loans and bonds were taken on in 2103-14 by a small group around the then President Armando Guebuza. Many MPs are seen as aligned to Guebuza, and the reversal of position is an indication of increasing pressure on Guebuza and Frelimo.

Donors up in arms

The countries helping fund the national budget are split on whether or not to suspend funds over corruption and bad governance

Mozambique risks the suspension of up to one third of the US$400 million it is due to receive in budget support funds from major donors this year, according to European official sources. The countries, which finance about 40% of the national budget, want Maputo to come clean on its September $850 mn. Eurobond issue and what it is being spent on (AC Vol 54 No 22, The mystery ship deal). They are also worried that the extensive electoral frauds which Frente de libertaçao de Moçambique activists committed during the recent local elections might be repeated on a grander scale in the October general elections.

Guebuza: claims of corruption are 'just talk'

In an interview in Brussels on 16 December 2012 with President Armando Guebuza, the questioner said: "One of the key questions in Mozambique is how to improve governance.

Mozambique is still troubled by corruption problems and lack of transparency." Guebuza responded angrily: "I do not agree with that characterization. This is just talk." The interviewer citied Transparency International, but the President repeated: "Whoever might be saying this, it is just talk."
