OMR: peace requires elite pacts within Frelimo and in military
Ending the Cabo Delgado war requires elite pacts between the oligarchs and big beasts in Cabo Delgado and a similar pact in the military. This implicitly recognises that that big men in Cabo Delgado must be allowed to profit from resources and big men in the military must continue to profit from commissions and contracts, but that enough money must be released to solve local grievances about jobs and to allow enough for soldiers to be fed and adequately equipped.

Total accepts government cannot protect it

UIR special forces are the best trained and paid and have been assigned to protect Afungi. But Total's staff evacuation shows the gas company no longer trusts government forces to protect the project. Insurgents have been marching north for a week. Fixed UIR units can repel attacks, but they are not mobile and could not stop the movement of the insurgents. They seem to be waiting for the guerrillas to knock on their door - and thus go right to gates of Afungi.Insurgents have been tightening the noose for weeks, recently closing the only open road to Palma - the terrible dirt road from Mueda that shippers had to use. And insurgents have been increasing pressure from the south. Mozambique's defence forces proudly win battles, but lose ground. The noose is tightening.
Total's standard response to the press is that it is accompanying the situation closely and maintains permanent contact with the government. So when Total decides to evacuate, it clearly means it has concluded that the government cannot protect it. And the evacuations of most staff and the ban on coastal shipping must slow down the project.
This raises broader questions. ExxonMobil was planning to build its gas liquification plants (LNG trains) on Afungi, and has repeatedly delayed its final investment decision. Insecurity must be raising questions for Total. They can build a big wall on the land side, but as the map shows, there is a large open area facing the sea. And the ban on cargo shipping suggests the Mozambican navy cannot protect that side either.

Passividade e propaganda em Mocimboa da Praia
Depois de escutar áudios nos grupos das redes sociais como whatsapp, ler e ver vídeos em certos murais do facebook como Pinnacle News e Carta de Mocambique, tenho constantemente aberto os sites dos jornais tradicionais como o Jornal de Notícias, Domingo e O País, e nas noites assistir a TVM e STV, para certificar sobre os conteúdos relativos aos ataques dos insurgentes em Cabo Delgado.
Voz da Guizumba era o termo dado pelo governo para que ninguém gostasse de ouvi-la, porQue era a uma voz da "hiena". Mas o que realmente acontecia? Todos nós corriamos para a Voz de África Livre quando fossem às 20 horas.
Ainda bem, que as redes sociais agora não estejam ao servico dos insurgentes ou pelo menos eu assim não creia. Antes pelo contrário, creio que as redes sociais, pretendem contribuir na alerta das FDS e á populacão em geral para tomar posicão e preocacões. Se será que este papel das redes sociais é capitalizado pelas FDS? E se não se faz, porque será?

Provoking Renamo
Negotiations between the late Renamo president Afonso Dhlakama and President Filipe Nyusi were personal and on the telephone. Ultimately, they were based on the belief that the two sides would act in good faith and that there would be some real power and resource sharing. This assumed first that Renamo would win a couple of governorships in fair elections and then have the resources and patronage of Frelimo governors. And it assumed second that Renamo officers would be appointed to senior positions with real power in the military - and the good faith was that Renamo would really demobilise and that it would have enough power in the joint military to prevent attacks on Renamo and a return to hit squads.
Historically both sides wanted the present system because it gives the winning party overwhelming power over resources and patronage. Frelimo believed that it could maintain its hold on power while Dhlakama always wanted to be president - and turned down two earlier power sharing deals. But Dhlakama's change in attitude from 2016 was real, with the understanding that decentralised electoral politics could provide a base for building the party. And Renamo's success in municipal elections shows that his thinking was correct.
